telcos in Canada are partial monopolies because foreign companies aren't allowed to participate
regulating them (via the CRTC) has been ineffective, likely due to regulatory capture
instead, perhaps could take a page out of Norways handling of it's oil reserves
- force monopolies to pay an extra tax
  - (in Norway, gas companies have to pay a 75%+ tax on their profits, to account for the "economic rent" of having been granted the license to extract Norway's oil - which is considered an asset of all the people of Norway)
