🤔 getting to harberger land taxes

harberger taxation of land, as described in Radical Markets, is perhaps where we want to go
- BUT, difficult to shift to / unlikely a government would unilaterally change things
  - why?
    - immediate drop in prices
    - undue impact on seniors (land-rich, income-poor)
      - although, could be mitigated
        ex. w/ government-backed reverse mortgages
- SO, what would be the best NUDGE forward?
  - apply harberger-land-taxes to new government land granted to developers
  - new apartment buildings with ~5% "co-op fee" and self-declaration of value?
    - similar to a co-op
    - particularly good for government-built/owned housing
    - might require a new "condo/co-op" legislation
