governments should switch from salary-based taxation to wealth-based taxation so that their incentives switch from "more jobs for our citizens" to "more wealth for our citizens"
...because, at the end of the day, people don't want jobs, they want wealth
ie. our ideal future is one where most people aren't working
the governments reliance on salary-based taxes, incentivizes "keeping job numbers high", ie. "more jobs", which slows down our path towards the ideal future, which is "less jobs"
